I just purchased this plugin and included the pi.yahoo_weather.php file in my plugins directory and it is not showing up in the EE admin within the plugin section. Am I missing another step for installation?

Yes,
the directory for plugin is:
system/expressionengine/third_party/
So Yahoo Weather must be in:
system/expressionengine/third_party/yahoo_weather/pi.yahoo_weather.php
