Making post to Twitter optional

Hi

Is there a way to make posting to Twitter (or any other network) optional, for each entry that it published? If the user leaves the Social Update field blank, will that do it? Or will it still post a tweet with just the URL?

Yes - if the field is blank, no tweet is made
