Is HooBlong just for restricting access to content in the frontend or does it also work on the control panel?

At this stage HooBlong only controls multiple membership access in the front end. Back-end features are scheduled for version 1. It may help to understand reasoning if you read the blog.

The EE CP is not amenable to effectively implementing multiple group memberships because of how it fragments access control and because multiple memberships combine the permissions of the constituent groups by definition, and the EE CP has no API for dealing with that.

However, the EE CP login,  publish, edit, upload etc features can be made accessible to multiple memberships through a front-end API, which is scheduled for release when we launch version 1. Unfortunately I am unable to say when that will be.
