Unregistered Comment allows non logged-in users to comment on posts and it also prevents people from posting under someone else's name.
If someone posts a comment while logged out and the name they submit is either a username or screen_name that already exists in the system due to a person already registering, it this will show an error allowing the person to go back to the comment form again and change their name.
